Philadelphia has introduced a new streamlined online application system that allows homeowners to easily apply for property tax relief programs through the Philadelphia Tax Center website. The new tool enables Philadelphia homeowners to determine if they qualify and submit applications for the following:

  • Homestead exemption
  • Real Estate Tax Installment Payment Agreement
  • Low-Income Tax Freeze and Senior Citizen Tax Freeze
  • Longtime Owner Occupants Program (LOOP)

Despite the availability of these programs, thousands of eligible homeowners fail to take advantage of them, either because they're unaware of them or find the application process complex, according to The Philadelphia Inquirer

The city's new application process addresses this issue by providing clear guidance on eligibility and required documentation, making it easier for residents to access the property tax relief to which they are entitled. It simplifies enrollment by guiding residents through eligibility criteria and required documentation, such as ID and proof of income.

Philadelphia Mayor Cherelle L. Parker said that the new streamlined application is one of several tools that will follow from her Better Services PHL initiative. This plan was unveiled when Parker took office in January 2024. 

How to Use the Property Tax Relief Tool

Here's how to access Philadelphia's property tax relief tool:

  1. Visit the Philadelphia Tax Center at tax-services.phila.gov. Click “search for a property” and enter your address.
  2. Click on your address when the search result appears. Select “apply for real estate assistance programs.” On the next screen, click “apply for all real estate tax assistance programs using a combined application.”
  3. Once you're in the application tool, follow the instructions to learn about the programs for which you can apply. You may need to refer to specific documents, so keep your ID, proof of residence, and proof of income on hand for reference as you complete the application.
