Philadelphia has allocated $500,000 in the 2026 budget to launch the city's first comprehensive, citywide Human Trafficking Awareness and Prevention Campaign.

According to CBS News Philadelphia, the campaign aims to educate the public about human trafficking while coordinating efforts across law enforcement, social services, and community stakeholders. It will also identify at-risk individuals to support survivors with a trauma-informed, victim-centered approach.
Police Commissioner Kevin Bethel said his department has already created a human trafficking task force that operates in partnership with the FBI. A significant component of this new initiative, he said, is "the gap," which refers to efforts to raise public awareness.
Vulnerable populations include juvenile runaways, people facing addiction or abusive relationships, and immigrants whose non-citizen status can be exploited by employers. Officials note that a majority of victims are trafficked by someone they know, including about a quarter by a family member, according to CBS News Philadelphia.
Officials said it's essential to let survivors know they can speak up and be protected. Bethel said he's particularly concerned about Philadelphia's immigrant community and the current national conversation surrounding immigration.
While leaders said the campaign's look and feel is still under discussion and no exact launch date has been set, officials are working to launch it ahead of next year's America 250 celebrations and events that will bring millions of people to Philadelphia.
"When you have these events, particularly large, international events, you will see potentially a surge in trafficking," Bethel explained to CBS News Philadelphia.
The police commissioner said his department is collaborating with federal partners ahead of events such as the World Cup, the MLB All-Star Game, and other America 250 events in 2026.
